The Finnish ministry of transport and communications said on Monday (14 November) that Europe's first operating licence for mobile television broadcasts and services was open for applications. The network operator would be responsible for the transmission network and management of the fourth digital multiplex. The licence would also include a condition according to which the licence holder is obliged to sell network capacity to service operators and other third parties. The operating licence is national and it would be issued for a maximum period of 20 years.
