Viðskiptaráð Íslands telur hugmyndir um fjölþrepa skattlagningu launatekna hvorki til þess fallnar að efla tekjugrunn hins opinbera né hraða því endurreisnarstarfi sem framundan er í íslensku efnahagslífi. Í tilkynningu frá Viðskiptaráði segir að fjölþrepa skattkerfi leiði sjálfkrafa til hækkunar jaðarskatta, enda standi launþegar frammi fyrir hækkandi skattprósentu með auknu vinnuframlagi. Í tilkynningu VÍ segir jafnframt: „Skattar skipta verulegu máli þegar kemur að því að letja eða hvetja þátttakendur hagkerfisins til ýmissa verka. Þegar fólk tekur ákvarðanir er eðlilegt að hugsa á jaðrinum, þ.e. hversu stórum hluta viðkomandi kemur til með að halda eftir af þeim verðmætum sem sköpuð eru. Með þetta í huga er ljóst að jaðarskattar ráða miklu um hegðun og ákvarðanir innan hagkerfa. Fjölþrepa skattkerfi leiðir sjálfkrafa til hækkunar jaðarskatta, enda standa launþegar frammi fyrir hækkandi skattprósentu með auknu vinnuframlagi. Háir jaðarskattar auka hvata til undanskota og skattsvika auk þess sem þeir draga úr hvata til aukins vinnuframlags og verðmætasköpunar. Íslendingar mega illa við því við núverandi aðstæður að draga úr vilja fólks til að skapa verðmæti. Ógagnsæi í rekstri og umfangi hins opinbera eykst einnig til muna og kostnaður vegna umsýslu tengdri skattamálum myndi samhliða aukast til muna samanborið við einfaldara kerfi. Hættan við mikla endurdreifingu fjármuna í gegnum skattkerfið er að hvati til frumkvæðis, nýsköpunar og dugnaðar dragist saman þar sem viðkomandi nýtur ekki ávaxta erfiðis síns í nægjanlega ríkum mæli. Það verður einnig að hafa í huga að skilvirkni endurdreifingar er sjaldnast fullkominn þar sem laun og verðlag á markaði aðlagar sig að einhverju marki að því skattkerfi sem er til staðar hverju sinni.“ Viðskitparáð telur að stjórnvöld hafi sett sér skynsamleg markmið um að draga úr fjárlagahalla með skjótum og markvissum hætti. „Til að svo megi verða ættu stjórnvöld að leita annarra leiða en umfangsmikilla skattahækkanna, en þá blasir við að nauðsynlegt verður að hagræða í rekstri og draga verulega úr opinberum útgjöldum. Líti stjórnvöld svo á að skattahækkanir séu óumflýjanlegar er nauðsynlegt að hugað verði að þeim neikvæðum hliðarverkunum sem þær geti skapað og ákvarðanir um skattbreytingar teknar með hagsýni og raunsæi að leiðarljósi. Það er engum til gagns að hækka skattprósentur ef skattstofnar rýrna með samsvarandi hætti. Hagfellt skattkerfi er einn helsti grundvöllur langtímasamkeppnishæfni þjóða og mikilvæg forsenda þess að bati hagkerfisins verði sem skjótastur. Þrátt fyrir efnahagshrun og erfiða skuldastöðu hins opinbera gilda ennþá grundvallarlögmál hagfræðinnar hér á landi. Í stað þess að reyna að taka sem stærsta sneið af kökunni ættu stjórnvöld þess í stað að einbeita sér að því að næra og byggja upp hagkerfið til að kakan geti stækkað sem fyrst á nýjan leik. Með því má verja störf, almenn lífskjör og sjálfbærni hagkerfisins til lengri tíma,“ segir í tilkynningu Viðskiptaráðs.
